StoryLines

In Cape Town, South Africa, junior CIA officer Matt Weston is working as a "maid", responsible for getting and keeping a neighborhood CIA safe house. He is troubled by the lack of activity in his area, and wishes to move to Paris to be near his live-in girlfriend, Ana, a young French doctor who is about to start her residency.

Elsewhere in Cape Town, ex-CIA NOC employable criminal Tobin Ice receives an information gathering gadget from eccentric MI6 officer Alec Swim. A group of Fortune's soldiers attack and kill Swim, forcing Ice to surrender to the US Department. A group led by veteran CIA specialist Daniel Kiefer takes Ice to Weston's guarded home to interrogate him. When mercenaries commanded by Vargas attack the guarded house and kill Kiefer's group, Weston escapes with Ice.

Weston contacts David Barlow, his boss at the CIA base camp in Langley, Virginia, as well as Katherine Linklater, responsible for cross-examination of Ice, and Harlan Whitford, the CIA-appointed chief of staff managing the activity. Linklater orders Weston to hide and guess further directions. Weston tracks Ice to a municipality in Langa, where Ice receives a travel report from his close friend, Carlos Villar. Once again, Vargas' group gives chase, killing Carlos and his family, though Weston helps Ice escape. Weston brutally cross-examines one of Vargas' wounded mercenaries, discovering that Vargas is working for the CIA, which seeks to recover the Ability Gadget from Ice. As they clean his wounds, Ice urges Weston not to kill innocent people, recounting how he had to kill an air traffic regulator to cover up a CIA attack.

Weston takes Ice to the newly protected house, where Weston holds the servant Keller at gunpoint. Keller attacks Weston and seriously injures him before Weston kills him. Ice tells Weston that the gadget contains evidence of impersonation and payoffs, including to the CIA, MI6, and other intelligence organizations established by the Mossad, before leaving.

Meanwhile, Barlow kills Linklater and sneaks into the guarded house where he learns that he is Vargas' manager. The record contains evidence against Barlow, who urges Weston to lie about what happened. Ice returns and kills Vargas' group, yet is mortally wounded by Barlow. Weston, at that point, shoots and kills Barlow. As he dies, Ice gives the document to Weston, saying that he is a favorite person over Ice.

Back in America, Weston meets with Chief Whitford, who tells Weston that should unpleasant realities about the CIA be taken out of his report, he will still be advanced.
