1896: Balli is a tribal of the Khmeran clan, who tries to become a policeman by taking an exam for a scheming Indian policeman named Shuddh Singh. Shuddha Singh requests that he beat a child to prove his worth, but Balli refuses and assumes the child's role and endures the discipline. That evening, Balli learns about his father Shamshera's past.
1871: Shamshera is a Khmeran tribe man who along with his relatives was ill-treated by the people of Kaza due to prestige and status isolation. Because of this, Shamshera counterattacks and plunders the area, which inspires the Kaza, leading to an unfortunate turn of events against the Khmers. The rulers and wealthy people of the region seek the help of the British to drive the Khmer tribes away from the jungles of their city. The British accept this arrangement in exchange for 5000 gold coins.
The British attacked the Khmeran clan, yet Shamshera and his descendants fought courageously and the British escaped. Shamshera receives a message that believing that his clan can live in peace and regain their lost honour, he vows to give up ravaging the Kaza and move to a post outside the city complex. Shamshera and his men reach the jungle where they understand that it is a trap set by Shuddha Singh, and are captured where they are brutally tortured. Shamshera was advised by the British to pay 10,000 gold coins in return for saving the Khamran clan.
