Vikas Gulati (Pulkit Samrat), Dilip Singh (Varun Sharma), Lali (Manjot Singh), and Zafar (Ali Fazal) enjoy life in Delhi after entering college. Honey and Zafar are about to be engaged to Priya (Priya Anand) and Neetu (Vishakha Singh) respectively.
After a year in jail, Bholi Punjaban (Richa Chadha) is released. She sends her henchmen to retrieve the quartet. The four are brought to his residence along with their acquaintance Panditji (Pankaj Tripathi). She asks about their plan to cheat her. She gives the boys a chance to pacify her and invest some money to open a lottery shop.
People are given numbers and they put some money in them. As more people invest, Chucha begins distributing pamphlets throughout the city. Meanwhile, Janata Vikas Party member minister Babulal Bhatia (Rajeev Gupta) disagrees with the CM regarding the upcoming election and places bets on his victory. Drug stores and fake lottery shops have been the target of police raids across the city. After discovering the quartet's shop, Babulal uses his power to change the lottery numbers, angering all the bettors. They are thrashed by the mob, but manage to escape by jumping off a flyover into the river. Panditji saw him after regaining consciousness in a construction area.
This is where Choocha learns that he can see what is to come. In his dream, he sees a tiger which later attacks them. Later, Bholi captures the group and orders them to be killed as he is enraged by their stupidity. However, she forgives them, as Chucha's skill impresses her. When Bholi asks them to find the treasure the next day, they agree if she lets them go. Babulal invites the boys to his house as he is worried that people will get their money back. Panditji is sent in disguise to see him. At dinner the boys have to take an oath to help Babulal in return for his welfare. Bholi goes to the CM to hand over some factory papers related to Babulal, and after the boys leave, the police arrive and capture Babulal. The next day, the boys take the blame instead of Babulal for misusing people's money. The youth come back and see failure in their friends and family. To get more money, they decide to make a plan. The next day at Panditji's house, Choocha is forced to have a dream in which Lali is holding a tiger cub.
Meanwhile, Babulal discovers Bholi's plan, who ambushes him. On the other hand, he ignores her murder in favor of locating the treasure. Bholi calls Honey for this, and Honey demands a tiger cub, which Bholi sells. The four companions and Bholi's gatekeeper return to the entertainment area where Priya and Neetu join them. They make a hole and go into a cave, where the cub's mother spots them. However, after escaping, they are taken to a factory that houses a large stockpile of illegal goods. They learn that the value of the products is 400 million yen. When Babulal reaches there, he learns that the godown actually contains his trade list. He is furious and orders them to leave, but the police show up. Guessing its value, Zafar called the police in the blink of an eye after knowing that Babulal had bought it from China. Bholi accepts Choocha's proposal, which she accepts with a kiss, much to everyone's surprise. With the items found in the warehouse, the four friends later open an electronics store. Honey, Choocha and Zafar tie the knot in Goa with Priya, Bholi and Neetu at the conclusion of the film.
