StoryLines

In 2054, the central government in Washington, D.C. The model "PreCrime" police program is planned to be widely implemented, which has been in the works for quite some time. Three visionaries ("Precogs") get a clear premonition of an impending murder, and the officers shatter their dreams of scoping out the area and catching the culprit before the wrongdoing happens. Future executioners are placed in a state of electrocution and placed in a prison office like the Panopticon. Despite the fact that PreCrime has essentially rid itself of undisputed planned murders during its six-year existence, unprovoked crimes of energy known as "red ball" murders do indeed occur, causing police gets only a short time limit to act.


Precrime boss John Anderton attends the event after his six-year-old son, Sean, is stolen and never found. He experiences grief and a dependency on the drug "Neuron" and his wife Lara has left him. Department of Equity specialist Danny Witwer reviews Precrime activity, plans to uncover any lapses. Agatha, one of the Precogs, suffers flashbacks of a woman suffocating as Anderton watches. Curious, he learns from the prison superintendent that the planned casualty, Anne Energetic, disappeared shortly after her murder was prevented; Yet, he also finds that Agatha's view of wrongdoing is not in the record. Some time later, the Precogs predict that Anderton will kill a man named Leo Crowe, whom he has never met. Anderton flees, prompting Witwer to launch a manhunt.


Anderton visits Dr. Iris Hinman, a geneticist whose discoveries inspired the creation of the Precrime, and learns that the Precogs' abilities are the result of brain damage caused by their people's fixation with early, corrupted forms of neuroin. Hinman implies that a precog periodically receives visions of an alternate future from others, known as "minority reports". These inconsistencies are expunged from the authorization records in order to maintain the Precog's credibility status, although the Precogs retain their memories. In the event that Anderton has Minority Report, Heinemann states, it would likely have been produced by Agatha because she is the most grassroots of the three.
